Substantial Modification
A substantial modification to the building, defined as a change to its structural or functional characteristics, may be permitted in accordance with the provisions of the Regulation respecting activities in wetlands, bodies of water, and sensitive areas. Among other things, the flood-proofing measures described in Article 38.6 must be applied, and the work must be authorized by the municipality.

Reconstruction
Reconstruction of the building within the existing footprint may be permitted if the structure was damaged due to flooding. The value of the damages must be less than half of the building's new construction cost, and a report signed by a professional must be obtained to confirm the value of the flood-related damages. This work must also be authorized by the municipality.
